The Chesapeake and Ohio Canal Company was a perpetually cash-strapped enterprise, and by 1840 it had been issuing scrip for years to meet payroll and contractor obligations along the still-incomplete waterway. These notes functioned as a local currency of necessity rather than any formal banking instrument — the company had no charter to issue money and operated in a legal grey zone that Maryland authorities largely tolerated because the alternative was construction stoppage.
Francis Thomas, whose signature appears here, was a Maryland congressman at the time. His presence on canal paper reflects how deeply the project was entangled with state and federal political patronage.
