Salta issued its own quasi-currency during the hyperinflationary collapse of 1989–90, when the national austral was losing value faster than the federal government could respond. Provincial "bonos" and emergency notes like this one circulated as de facto wages and change, filling a gap the Banco Central had effectively abandoned. The authorization under Laws 6228 and 6623 gave it legal tender status within provincial limits only.

Casa de Moneda printed it — the same Buenos Aires facility producing federal currency at the time, which gave these provincial emissions an air of legitimacy unusual among Argentine emergency issues of the period.
