Towns issued their own scrip not as defiance but out of sheer practical necessity, with the local Bürgermeister's signature providing whatever authority the paper carried. The countersignature of the Stadtverordnetenvorsteher — the presiding officer of the city council — was a deliberate institutional gesture, tying the note's validity to municipal governance rather than any single official.
