Neustadt in Holstein issued this 75 Pfennig note as part of the wave of municipal Notgeld that flooded northern Germany between 1919 and 1922, when small-denomination Reichsmark coinage had effectively vanished from circulation — hoarded, melted, or simply absent from a monetary system still absorbing the costs of defeat. Towns issued their own scrip not as defiance but out of sheer practical necessity, with the local Bürgermeister's signature providing whatever authority the paper carried.

The countersignature of the Stadtverordnetenvorsteher — the presiding officer of the city council — was a deliberate institutional gesture, tying the note's validity to municipal governance rather than any single official.
