Simmern, the administrative seat of the Rhein-Hunsrück-Kreis, issued this note during the acute small-change famine that gripped postwar Germany as silver coinage disappeared from circulation and the Reichsbank struggled to produce adequate fractional currency. District committees across the country were authorized — loosely — to fill that gap with their own Kleingeldersatz, and thousands of local authorities did exactly that.
L. Schwann of Düsseldorf was a serious printing house with a long history in commercial and cartographic work, not a jobbing printer. The Schäfer design credit is uncommon enough in Notgeld documentation to be worth noting for anyone tracking this designer's regional output.
