Krölpa is a small Thuringian village — a genuinely minor municipality to be issuing its own emergency currency, even by the chaotic standards of German Notgeld in 1921. The postwar collapse of small-denomination Reichsmark coinage drove thousands of German towns and parishes to commission local scrip, and Wiedemannsche Druckerei in nearby Saalfeld was the natural choice for communities in the region who needed short print runs at speed.

The single signatory, Saiberlich, was almost certainly a local official — likely the Bürgermeister or a designated treasurer — rather than a banking authority of any kind.
