Frankfurt an der Oder issued this note under the Magistrat's authority during the acute small-change shortage that paralyzed German retail commerce in 1920 — a crisis driven by the public hoarding of metal coinage as inflation began eroding its intrinsic value. Municipal notgeld of this period was a stopgap, locally authorized and locally trusted, rarely traveling far beyond the town's own market economy.
The embossed seal was the Magistrat's answer to counterfeiting on a tight budget. No intaglio printing, no watermarked stock — just a mechanical impression any issuing office could apply in-house.
