Ysper is a village in Lower Austria's Wachau-adjacent Yspertal, and this note is a Notgeld — emergency small-change scrip issued by hundreds of Austrian municipalities after the First World War when coin simply stopped circulating. The 20 Heller denomination sits at the lower end of what local authorities bothered to print, reflecting genuine transactional need rather than the collectible souvenir issues that flooded the market from 1921 onward. Printed by Siedler in nearby Pöggstall, the production was purely local in every sense. Three named signatories — mayor, vice-mayor, and a council representative — was unusually thorough for a note of this value.
