Tumeltsham is a village in the Ried im Innkreis district with a population that barely cleared a few hundred in 1920 — which makes its appearance as a banknote issuer less obvious than it sounds. This note belongs to the vast Austrian Notgeld phenomenon that followed the collapse of the Habsburg economy, when the central government's coin production collapsed so completely that individual municipalities, however small, were legally permitted to issue their own emergency paper in Heller denominations to handle day-to-day small change.
The signatories are the deputy mayor and the mayor — Gabringer and Diermann respectively — whose handwritten or stamped authorization gave these locally produced slips whatever legal standing they carried within the commune's boundaries.
