Eferding is a small market town in Upper Austria, and this 15 Heller note is among the Lebensmittelausgabestelle — food distribution office — issues that proliferated across Austrian municipalities in the immediate postwar years. The economic dislocation following the collapse of the Habsburg Empire left local authorities scrambling to manage food rationing and small-denomination exchange simultaneously, which is why so many of these Notgeld pieces were tied directly to provisioning offices rather than municipal treasuries.

Printed locally by L. Haase in Eferding, the production quality reflects what was available in a provincial town in 1920 — modest, functional, and entirely dependent on communal trust to circulate.
