Liberia's commemorative program of the late 1990s and early 2000s was, bluntly, a revenue operation — the Central Bank licensed designs to a foreign distributor targeting collector markets with no meaningful connection to Liberian history or currency. This piece, issued during a period when Liberia was still recovering from the First Liberian Civil War, was never intended for domestic circulation. The Central Bank collected a licensing fee; the coins went straight to foreign dealers.

The specific VC-25A aircraft designated Air Force One entered presidential service in 1990, replacing the aging Boeing VC-137C that had carried every U.S. president since Kennedy.
