Pötting is a small Upper Austrian municipality that, like hundreds of similarly tiny communities, was forced into emergency currency production in the immediate postwar years when coin shortages made everyday commerce functionally impossible. The Heller denominations issued by Austrian Gemeinden between 1920 and 1922 are collectively known as Notgeld, but the village-level issues — distinct from the larger town series printed for collectors — were meant to actually circulate locally and were often produced in very limited runs on whatever printing resources were available to the parish or local government office.
The two signatories, W. Hager and Johann Gabirt, almost certainly served as Bürgermeister and a council official respectively, though the exact roles are unrecorded in standard references.
