One of hundreds of municipal Notgeld issues that flooded German commerce during the hyperinflation peak of 1923, when the Reichsbank simply could not produce denominations fast enough to keep pace with collapsing purchasing power. By August of that year, a two-million Mark note was worth less than a tram fare within weeks of printing. Würzburg's city council, like most municipal authorities, contracted its own local printer rather than wait for central supply — H. Stürtz AG was the obvious choice, operating directly from the university quarter.
Löffler's signature as Oberbürgermeister dates the note to his tenure, grounding it precisely in the municipal administration of that chaotic period.
