Weilbach is a small municipality in Upper Austria, and this 1920 Heller note belongs to the vast wave of Austrian Notgeld produced after the collapse of the Habsburg monarchy left local communities facing acute small-change shortages. The central government could not supply enough coin, so thousands of municipalities printed their own emergency fractions — legally tolerated rather than formally authorized.
The dual signatures here are typical of how these communities administered their own paper: the Bürgermeister Franz Hörl as principal authority, countersigned by his deputy Schachinger. Both names are otherwise unrecorded outside local administrative history.
