Manning is a small village in Upper Austria, and like hundreds of similarly sized communities across the former Habsburg lands, it issued its own emergency small change notes — Notgeld — when coins effectively vanished from circulation during and after the First World War. The 1920 date places this firmly in the second wave of Austrian municipal Notgeld, by which point the central authorities had repeatedly failed to resolve the coinage shortage.
Both signatories signed in their official capacity: Schachinger as mayor, Moshammer as deputy. Two signatures on a 10 Heller note from a village this small was procedurally serious — these were not casual scrip but formally authorized municipal obligations.
