The k.k. Staats-Central-Cassa was not a bank in any conventional sense — it was the Austrian imperial treasury's direct instrument for financing the 1848–49 revolutionary crisis. When the Habsburg government faced simultaneous uprisings in Vienna, Budapest, Prague, and Milan, the Nationalbank refused to extend further credit, forcing the treasury to issue its own paper. These Staatsnoten were the result: an emergency state currency bypassing the chartered banking system entirely.

The 1849 series circulated alongside — and in direct competition with — Nationalbank notes, creating persistent public confusion about their relative standing. Acceptance was compulsory by decree, but the market discounted them anyway.
