EuroSouvenir's 0 Euro program, produced by Oberthur Fiduciaire under license from the European Central Bank, has issued hundreds of regional and tourist-themed notes since the scheme launched around 2015. They carry no face value, are not legal tender anywhere, and are sold directly to collectors and tourists at a markup — typically €2–5 per note. The program's commercial logic is straightforward: Oberthur prints them to security-note standards, which gives them enough credibility to command a premium over a postcard.
