Zwolle's civic mint was a minor but persistent operation, and the arendrijksdaalder — the eagle rijksdaalder — was struck to the imperial standard set by the 1566 Reichsmünzordnung, which attempted to unify coinage across the fractious territories nominally under Habsburg rule. Rudolph II, preoccupied with his court at Prague and his increasingly erratic withdrawal from governance through the 1590s, exercised little practical control over what his name authorized in the Low Countries.
