This is a Notgeld issue — emergency small-change scrip produced by three Lower Austrian villages acting jointly because the postwar coin shortage made ordinary commerce nearly impossible. The arrangement was practical rather than administrative: Bubendorf, Meilersdorf, and Wolfsbach shared a single print run and split the issue, each contributing its own signatory. For rural municipalities with no printing infrastructure of their own, pooling was common.
The print figure of over 12 million pieces is high for a joint village issue, suggesting the notes circulated well beyond the three communities themselves.
