The Chahar Commercial Bank was one of several provincial banks operating in the border regions of northern China during the early 1930s, a period when the Nationalist government had not yet consolidated monetary authority across the interior. Chahar Province itself — wedged between Inner Mongolia and Hebei — was militarily and politically unstable, with Japanese pressure on Manchuria already reshaping the region's economic reality by 1933.
The S-prefix in the Pick reference places this firmly in the Chinese provincial and commercial bank category, and the relatively low survival rate for Chahar issues generally reflects both the disruption of the Second Sino-Japanese War and the short operational windows of many such institutions.
