The Chahar Commercial Bank was one of several provincial banks operating in the border regions of northern China during the early 1930s, a period when the Nationalist government had not yet consolidated monetary authority across the interior. Chahar Province itself — wedged between Inner Mongolia and Hebei — was militarily and politically unstable, with Japanese pressure on Manchuria already reshaping the region's economic reality by 1933.
