The Arbeitgeberkartell für die Unterweserorte — an employers' cartel covering the three adjacent Lower Weser towns of Bremerhaven, Geestemünde, and Lehe — issued this note during the hyperinflation emergency of 1923, when municipal and private organizations across Germany scrambled to produce small-denomination Notgeld to cover the chronic shortage of fractional currency. Employer associations issuing their own scrip is relatively uncommon even within the sprawling Notgeld catalogue; most private issuers were commercial firms or local savings banks.

The watermarked paper is an unusual security measure at this denomination and from this class of issuer — most comparable 5-Pfennig pieces dispensed with it entirely.
