By 1958, Bank Indonesia was pushing hard to localize its printing operations — Percetakan Kebayoran was one of the primary vehicles for that effort, handling lower-denomination output during a period when the republic was still weaning itself off foreign printers. The 25 Rupiah fits squarely into that transitional run.
Watermarking at Kebayoran during this period was inconsistent enough that position and clarity vary noticeably between surviving examples — not a forgery concern, simply uneven production discipline at a young domestic facility still scaling up.
