Freienohl is a small village on the Ruhr river, administratively a part of Meschede district. Like thousands of German municipalities in 1917–1921, it issued its own Notgeld to plug the gap left by hoarded coins — but Freienohl's output was modest even by small-town standards, reflecting a community with no significant industrial base and little reason to produce collector series.

The Gemeindekasse, literally the municipal cashier's office, was the issuing authority rather than a savings bank or commercial institution — meaning redemption depended entirely on local tax receipts.
