Melle, a small town in the Osnabrück district of Lower Saxony, issued this note during the Kleingeldscheine crisis of 1921, when a catastrophic shortage of small coins drove hundreds of German municipalities to print their own fractional emergency currency. The Reichsbank could not keep pace with inflation-driven coin hoarding, and local authorities were legally empowered — briefly — to fill the gap themselves.

The DeNG reference suffix indicating three design variants within the same series is typical of municipal Notgeld programs, where local printers often produced small batches with minor typographic or color differences, sometimes within weeks of each other.
