Uganda's 1000 Shillings issues of the late 1990s include a series of themed foreign-city pieces that sit awkwardly in the numismatic record — struck not for circulation but for the international collector market, with distribution handled largely through third-party dealers rather than through Ugandan banking channels. San Bernardino's inclusion in such a series reflects the commercial logic of the format: recognizable place names sold coins, regardless of any meaningful connection to the issuing nation.
