Cuba launched its first railroad in 1837 — before Spain itself had a functioning line — driven entirely by the sugar industry's need to move cane from the interior of Matanzas province to the port at Havana. The colonial administration approved the project not out of modernizing ambition but because ox-cart transport was throttling export revenues.
This 1988 issue belongs to a wave of Cuban commemorative silver struck primarily for hard-currency export, a revenue strategy the Castro government pursued aggressively through the 1980s as Soviet subsidies began their slow contraction.
