Gschwandt is a small rural commune in Upper Austria, and this 10 Heller note belongs to the vast wave of municipal Notgeld issued across the former Habsburg territories after the collapse of the empire left local economies starved of small change. The Salzkammergut-Druckerei in nearby Gmunden — a regional press serving the lake district — handled production for several of these village-level issues, which keeps the printing quality modest but consistent across the locality.

Three signatories were required: the Bürgermeister and both Gemeinderäte, a formality that underscores how seriously even the smallest communes treated the legal standing of their emergency currency in 1920.
