Pakistan's 1 Rupee notes of this period were government-issued obligations rather than State Bank instruments — a distinction rooted in the colonial-era convention of treating the rupee's lowest denominations as treasury liabilities rather than central bank liabilities. That separation persisted well after independence and remained in force throughout the 1970s issues.

The four-language format — Urdu, Bengali having been dropped after 1971 — reflects the linguistic accommodation demands that followed East Pakistan's secession. By 1974, the text panels carried Urdu, English, and two regional languages, a quiet political negotiation encoded in typesetting.
