The Chambre de Commerce de l'Aveyron was one of dozens of French provincial chambers forced into emergency note issue after the outbreak of war in 1914 drained metallic currency from circulation almost overnight. The Banque de France could not meet demand, and small change — the 1 and 2 franc range — effectively vanished from daily commerce. Chambers of commerce, municipalities, and even private associations stepped in under a tacit government tolerance that was never quite formal authorization.

L. Cassan Aîné in Toulouse handled production for several southern French chambers during this period. The JP# reference covering multiple suffix variants (05 through 10, non-consecutively) indicates several distinct date or signature combinations within the same basic design — a common administrative pattern for these wartime issues as signatory officials changed or authorization periods were renewed.
