Libya's 2009 dinar series was issued under the authority of the Central Bank while the country remained under Gaddafi's government, which had direct control over monetary policy and currency design approval. De La Rue's Gateshead facility — one of the oldest security printing sites in Britain — handled the print run of just over twelve million notes, a relatively modest quantity for a country of Libya's oil-backed monetary scale.

The security specification for this issue is thin by contemporary standards: watermark only, with none of the metallic threads or holographic elements De La Rue was routinely incorporating into other sovereign contracts at the time. Whether that reflected a cost decision or a political preference for simplicity is not documented in the published record.
