The 0 Euro souvenir program was launched around 2015 by Euro Souvenir, a French commercial initiative that licenses the Euro Banknote Memory format from the European Central Bank. Oberthur Fiduciaire prints these on genuine banknote paper with a security thread, making them technically more sophisticated than most tourist novelty items — though they carry no face value and were never legal tender anywhere.
