The 0 Euro souvenir program was launched around 2015 by Euro Souvenir, a French commercial initiative that licenses the Euro Banknote Memory format from the European Central Bank. Oberthur Fiduciaire prints these on genuine banknote paper with a security thread, making them technically more sophisticated than most tourist novelty items — though they carry no face value and were never legal tender anywhere. The ECB's formal tolerance of the format rests on the explicit zero denomination, which keeps them outside counterfeiting statutes.
