Chinese county-level grain bureaus issued ration coupons in parallel with the national food rationing system administered by the Ministry of Grain, but local coupons like this one operated within a tightly bounded geography — valid only within Tangyin County and redeemable solely through designated state grain stations. Coarse grain categories (粗粮) were administratively distinct from fine grain allocations, covering maize, sorghum, millet, and similar staples, and were typically priced lower under the dual-track system still in force in 1986.
Newsprint as a substrate reflects production economics at the county level, where bureaus had no access to security printing facilities. These coupons were never meant to outlast their redemption window.
