ŽTP Zagreb — Željezničko Transportno Poduzeće Zagreb — was the regional railway enterprise responsible for rail operations across a large swathe of northern and central Croatia during the Yugoslav socialist period. The OOUR designation (Osnovna Organizacija Udruženog Rada, or Basic Organization of Associated Labour) reflects the self-management structure mandated under the 1974 Yugoslav constitution, which fragmented larger enterprises into semi-autonomous production units for accounting and legal purposes. The Sisak unit covered freight and passenger rail in the Sisak corridor, an industrially significant route tied to the Sisak oil refinery and steelworks.
Meal coupons of this type were issued directly by enterprise OOURs to workers as part of their non-cash compensation — a routine feature of Yugoslav labour arrangements that largely bypassed the national monetary system.
