Beschrijving voorzijde Laureate bust of Emperor Hadrian facing right, draped and cuirassed, the paludamentum visible over the left shoulder. The effigy is rendered in the characteristic mature portrait style of Hadrian, with a short beard and well-defined facial features. The encircling Latin legend reads HADRIANVS AVGVSTVS around the periphery of the flan. The hammered flan is irregular in outline, consistent with workshop production of the period, and displays a dark silver patina with cabinet tone.

This issue commemorates one of Hadrian's public congiaria — cash distributions to the Roman citizenry, a tradition inherited from the Republic but wielded by emperors as deliberate political currency. Hadrian staged at least five such distributions during his reign, and this particular issue, dated to his third consulship, falls during a period when he was actively cultivating civilian goodwill following years spent on provincial tours. The mint likely struck multiple types simultaneously across this liberalitas series, making die linkages between varieties a productive area for specialists working RIC II.3.
