The effigy is rendered in the characteristic mature portrait style of Hadrian, with a short beard and well-defined facial features. This issue commemorates one of Hadrian's public congiaria — cash distributions to the Roman citizenry, a tradition inherited from the Republic but wielded by emperors as deliberate political currency.
