The homonoia ("concord") coinage issued jointly between Hierapolis in Phrygia and Ephesus reflects a formal diplomatic relationship between the two cities, likely renewed or initiated during Philip I's reign to coincide with his broader consolidation of civic loyalties across the eastern provinces. These alliance issues were not struck out of sentiment — they had real commercial and political weight, advertising shared religious ties and mutual recognition of each city's neokorate status to travelers, merchants, and Roman administrators passing through both communities.
Ephesus held multiple neokorate honors; Hierapolis's claim was harder-won and more jealously guarded.
