The legend fragment ΕΠΙΦΑΝΕΙΑ ΝΕΡΩΝΟϹ ϹΕΒ[ ] invokes Nero's divine manifestation — epiphaneia being the term applied to rulers whose presence was understood as a godlike appearance among mortals. Nicopolis ad Istrum aside, the Achaean Nicopolis, founded by Augustus to commemorate Actium, had particular reason to flatter the imperial house; its civic identity was inseparable from Julio-Claudian patronage. Provincial bronzes of Nero from Greek cities often intensified honorific language precisely because eastern civic elites were practicing a political vocabulary Rome had not yet fully standardized in the west.
