This note was issued not by a bank or municipal authority but by a civilian welfare association — specifically an organization of mothers and wives of Austrian prisoners of war still held in Russia, Siberia, and Turkestan as late as 1920, two years after the armistice. Austria-Hungary had lost hundreds of thousands of men to Russian captivity during the war, and repatriation dragged on chaotically through revolution, civil war, and collapsing rail infrastructure. The organization issued this Notgeld as a fundraising instrument to support those still awaiting return.
Karl Huber of Urfahr — then a separate municipality directly across the Danube from Linz, not yet incorporated — served as designer.
