Newfoundland's fractional postal currency occupied a genuinely odd administrative space — issued by the Department of Public Works rather than any financial institution, these notes functioned primarily as convenience instruments for postal transactions at a time when the dominion still controlled its own fiscal affairs independently of Canada. The 80-cent denomination is the most unusual in the series; no obvious postal rate or fee combination explains why this specific value was needed, and it remains the most elusive of the fractional issues.
