Newfoundland's fractional postal currency occupied a genuinely odd administrative space — issued by the Department of Public Works rather than any financial institution, these notes functioned primarily as convenience instruments for postal transactions at a time when the dominion still controlled its own fiscal affairs independently of Canada. The 80-cent denomination is the most unusual in the series; no obvious postal rate or fee combination explains why this specific value was needed, and it remains the most elusive of the fractional issues.
ABNC's New York plant printed the series under contract, a common arrangement for smaller colonial governments lacking domestic security printing capacity.
