Belarus issued privatization vouchers in 1992 as part of its post-Soviet transition, distributing them to citizens to allow participation in the sell-off of state enterprises. The program largely failed in its stated objectives — most holders had little meaningful access to the privatization auctions they were theoretically entitled to enter, and the vouchers were frequently sold for cash at steep discounts almost immediately after distribution.
Printed domestically by Dziarzhznak rather than one of the established Western security printers, the note reflects both the urgency of the moment and the limited hard currency available to the new Belarusian government in its first year of independence.
