Siegburg's 1923 notgeld issue is part of the massive wave of municipal emergency money printed during the hyperinflationary collapse of the Weimar Republic — by mid-1923, German municipalities were effectively running their own currency operations simply to keep wages paid. The 5000 Mark denomination, almost laughably inadequate by late 1923, reflects the frantic pace at which new notes had to be designed, contracted, and distributed.
B. Kühlen was a Mönchengladbach commercial printer, not a specialist security printer — a telling detail about how far the Reichsbank's monopoly on currency production had broken down by this point.
