Issued under Soviet military administration following Romania's armistice with the Allied powers in August 1944, this note belongs to a series of occupation currency — sometimes called "military lei" — printed by Goznak in Moscow and introduced to facilitate Soviet troop payments without drawing directly on Red Army rubles. The practical effect was inflationary pressure on the Romanian economy, since the notes were backed by nothing locally and issued without coordination with the National Bank of Romania.

The Goznak attribution is well-documented. Romania had no say in the printing volume.
