The Seikan Tunnel, completed in March 1988 after 24 years of construction and two catastrophic flooding incidents that killed 34 workers, connects Honshū to Hokkaidō beneath the Tsugaru Strait at a maximum depth of 240 meters below seabed — the deepest operational railway tunnel in the world at the time of opening. This commemorative was issued specifically to mark that completion, one of Japan's most technically demanding postwar infrastructure projects.
