The Bank of Central African States issues commemorative coinage on behalf of six member nations — Cameroon, Central African Republic, Chad, Republic of the Congo, Equatorial Guinea, and Gabon — under a monetary union whose franc was pegged to the French franc until 1999 and has since been pegged to the euro at a fixed rate of 655.957 CFA per euro. The commemorative program operates largely as a revenue-generating exercise for the issuing authority, with pieces produced for the collector market and rarely, if ever, circulating in the member states.
At 155.5 grams of .999 copper, the economics are straightforward: spot copper value is negligible, and the premium is carried entirely by the subject matter and limited production run.
