Soviet traveler's cheques in rubles were issued primarily for use by foreign tourists visiting the USSR — part of the Intourist hard-currency ecosystem that allowed visitors to exchange foreign money into ruble-denominated instruments redeemable at specific hotels, Beryozka shops, and Intourist service points. They were not accessible to ordinary Soviet citizens and circulated in an entirely parallel monetary channel.

The 1961 date is significant: this coincides with the Soviet currency reform of January 1961, which redenominated all rubles at 10:1. Any cheques printed or issued in that transitional window carry implicit ambiguity about which ruble standard applies.
