Neuhofen im Innkreis is a small market town in Upper Austria, and this 50 Heller note is a product of the acute small-change famine that followed Austria's defeat in the First World War. With the old imperial coinage hoarded or simply gone, hundreds of Austrian municipalities printed their own Notgeld between 1919 and 1921 to keep local commerce moving. The legal basis was thin; the practice was widespread anyway.

Franz Ecker signed as Bürgermeister, with Frz. Zweimüller countersigning in his capacity as deputy — a two-signature requirement that was the norm for municipal issues of this type, intended to give the notes at least the appearance of institutional weight.
