Matzleinsdorf bei Melk is a village of no great size, and this 50 Heller note reflects exactly that — a hyperlocal response to the chronic small-change shortage that plagued Austria in the years immediately following the collapse of the Habsburg monarchy. Thousands of Austrian municipalities issued their own Notgeld between 1919 and 1921, but most rural communities used local printers or neighboring town presses. Having this note produced by the Gesellschaft für Graphische Industrie in Vienna suggests the municipal council either had a prior commercial relationship with the firm or was working through a coordinating body that placed bulk orders on behalf of smaller communes.

Both signatories — Bürgermeister Grabmayr and Vizebürgermeister Wallner — signed by hand, which was legally required for validity under Austrian Notgeld conventions of the period.
